Urging Proper Oversight and Participation of the Hispanic Community in Redistricting Efforts to Prevent Potential Violations of the Voting Rights Act

WHEREAS, the League of United Latin American Citizens is this nation’s oldest and largest Latino organization, founded in Corpus Christi, Texas on February 17, 1929; and

WHEREAS, LULAC throughout its history has committed itself to the principles that Latinos have equal access to opportunities in employment, education, housing and healthcare; and

WHEREAS, the League of United Latin American Citizens is the nation's oldest and largest Latino membership organization and since its inception has fostered higher education and the advancement of all Hispanics at all levels and facets of our American society; and

WHEREAS, the Hispanic community desires participation and input in the planning and observation in the federal, state, county, and local redistricting efforts in the state of New Mexico; and

WHEREAS, in New Mexico, the classic case and point is the Public Regulation Commission, which the gerrymandering of 2000, resulted in the dis empowerment of the Latino vote in Bernalillo county; and

WHEREAS, in the Texas Redistricting in 2003, LULAC filed litigation, LULAC v. Perry; 548 U. S. 399 (2006), the U.S. Supreme Court held that the Texas Redistricting process violated the Voting Rights Act and discriminated against Latino voters in the state of Texas; and

WHEREAS, NM LULAC will monitor this process closely to assure that our community is not ostracized or left out; and

THEREFORE BE IT RESOLVED, NM LULAC will empower both the Legislative and Civil Rights Commissions to coordinate efforts with our membership state-wide to monitor and advocate for inclusion of Hispanics, and

FURTHER BE IT RESOLVED, NM LULAC will demand that the gerrymandering adequately reflects the composition of the Hispanic community and that our community will be protected through federal and state voting right acts.
