Resolution on Continued Support of Affordable Self-Help Housing

WHEREAS, 84 years ago, the founders of the League of Latin American Citizens, (LULAC) joined together to establish an organization that would become the largest, oldest and successful Hispanic civil rights and service organization in the United States, and

WHEREAS, The League of United Latin American Citizens is the nation’s oldest and largest Latino organization, founded in Corpus Christi Texas on February, 1929 , and

WHEREAS, LULAC strongly supports affordable self-help housing for its communities , and

WHEREAS, Arizona and the Rocky Mountain States are among the most neglected regions for rural affordable self-help housing programs primarily affecting minorities , and

WHEREAS, in 1990, the Rocky Mountain Hawaii Coalition (RMHC) was formed to provide relief to this crisis in affordable housing , and

WHEREAS, in 2000, PPEP Micro Business Development Corporation(PMHDC) Arizona as lead agency joined by Tierra Del Sol, New Mexico and Community Resources and Housing Development Corporation Colorado applied to Housing Urban Development(HUD) Self Help Housing Program(SHOP); and four Arizona Self-Help housing sub-grantees(Chicanos por La Causa, Comite de Bien Estar, CHARA, and Guadalupe(Yaqui Tribe) , and

WHEREAS, during the first SHOP cycle achieved exemplary performance with this hard to serve population , and

WHEREAS, the economic and housing downturn has devastated rural communities as well as the RMHI-SHOP coalition members financially , and

THEREFORE, LULAC requests that the Office of Federal Programs give guidance to HUD to provide technical assistance for the coalition lead agency PMHDC and resolve all the SHOP issues equitably, and timely basis so that no further financial hardship be incurred impairing future affordable housing efforts to our community in that often neglected region.

THEREFORE BE IT RESOLVED, we request that this resolution be approved at the Arizona LULAC Convention and forwarded to the national LULAC Convention to become national legislative priority
