Resolution to Clarify that LULAC Scholarships are Open to Anyone Regardless of Immigration Status

WHEREAS, 84 years ago, the founders of the League of Latin American Citizens, (LULAC) joined together to establish an organization that would become the largest, oldest and successful Hispanic civil rights and service organization in the United States, and

WHEREAS, the Mission of the League of United Latin American Citizens(LULAC) is to advance the economic condition, educational attainment, political influence, housing, health and civil rights of the Hispanic population of the United States. , and

WHEREAS, since 1932 LULAC Councils have been raising monies for scholarships that are given to Hispanic students meeting certain guidelines , and

WHEREAS, on the website www.lnesc.org it delineates as an eligibility requirement for a GE LNESC National scholarship, that a student “Must be a U.S. citizen or legal resident” , and

WHEREAS, in 2001, Texas became the first state to pass a law allowing state high school graduates who immigrated to the United States to pay resident tuition at public universities (HB 1403). Since then twelve more states have passed similar laws, and bills are before legislators in several other states. , and

WHEREAS, according to research by the Urban Institute, every year 65,000 undocumented student graduates, many without the financial means, continue with their college education , and

THEREFORE BE IT RESOLVED, by LULAC that Section 1: reaffirms its commitment to advance the educational attainment of the Hispanic population of the United States by modifying its scholarship eligibility requirements and clarifying that scholarships coming from LULAC and/or its incorporated entities are open to anyone regardless of immigration status.
