Andrea is a nationally recognized leader and a Certified Chief of Staff by Oxford University. For nearly 17 years, Andrea has committed herself to the meaningful engagement, convening and leadership of underserved communities in federal policymaking.
Andrea brings fierce and compassionate leadership, strategic organizing, cultural competency, coalition building, and bilingual communications to the national policy, advocacy and legislative campaigns she has organized and executed. With a record of finding common ground and securing bipartisan support to resolve contentious agricultural, environmental, labor and immigration issues, her work has resulted in the enactment of legislation to support agricultural workers during the COVID-19 pandemic, and protect the public from exposure to toxic waste, chemicals, and pesticides. On immigration, Andrea spearheaded the legislative strategy for the groundbreaking Farm Workforce Modernization Act, a bipartisan bill to establish a path to legalization for undocumented farm worker families, reform the H-2A visa program for employers and workers and improve the living and working conditions of farm labor.
At USDA, Andrea oversees the U.S. Forest Service, the implementation of the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) provisions relevant to the agency, and leads efforts to reform wildland firefighter compensation, and advance Tribal co-stewardship of the nation's forests and grasslands.
A convener and catalyst for engagement, Andrea seamlessly navigates across social movements and sectors, connecting Tribes, communities, NGOs, labor unions, industry, and government, to uplift underrepresented voices and secure inclusive and high impact federal policy solutions.
