Dr. Tina Loarte-Rodriguez, DNP, RN, CPPS, CPHRM
Executive Director, Connecticut Center for Nursing Workforce & Chief Executive Officer, Latinas in Nursing

Dr. Tina Loarte-Rodriguez is a dedicated nurse leader, advocate, and innovator with over 19 years of experience in healthcare. She currently serves as the Executive Director of the Connecticut Center for Nursing Workforce, where she leads initiatives to strengthen the nursing workforce, promote diversity, and advance health equity across the state.
Previously, Dr. Loarte-Rodriguez was the Associate Director of Health Equity Measures at Yale University’s Center for Outcomes Research and Evaluation (CORE), where she played a pivotal role in advancing equitable healthcare outcomes through data-driven strategies, quality metrics, and policy development. She worked to bridge systemic gaps in care, ensuring marginalized communities received the resources and support needed for optimal health outcomes.
A first-generation college graduate of Cornell University, the University of Connecticut, and Quinnipiac University, Dr. Loarte-Rodriguez has a proven track record in health equity, inclusion, justice, and belonging. Her expertise spans clinical quality care, regulatory readiness, organizational development, and change management. She is highly skilled in implementing cultural humility and High Reliability Science to enhance healthcare systems, patient experiences, and outcomes.
Throughout her career, Dr. Loarte-Rodriguez has led transformative initiatives, including winning six HRSA quality awards, co-creating a comprehensive health equity plan, reducing workforce turnover while elevating nursing professional practice, and co-leading mobile medical unit operations that provided essential healthcare services to underserved communities. She also played a key role in achieving NCQA certification and re-certification and continues to contribute to the Connecticut Nurses Association as a member of its government relations, DEI, and nominations committees.
A recognized leader in the field, she was honored as a 2021 Hartford Business Journal Healthcare Hero and led her team to win the Connecticut Nurses Association Excellence in Team Award. She is also the author of Latinas in Nursing, an anthology series highlighting the voices of Latina nurses. Through her writing, coaching, and speaking engagements, she helps individuals explore their pasts to shape their futures.
Proud of her Afro-Latina Boricua heritage, Dr. Loarte-Rodriguez was born and raised in the Bronx and now resides in Connecticut. She finds joy in dancing, traveling, reading, and spending quality time with her husband, three children, father, and two rescue dogs.

Reimagining the Future of Latino Health: From Prevention to Treatment
Across the country, many Latino communities face health inequities in medication access, affordability, and adherence, worsened by policies that increase out-of-pocket costs and contribute to overall worse health outcomes. This discussion will focus on how Latinas and Latinos navigate these challenges, with particular attention to chronic conditions like obesity and diabetes, as well as women’s health issues such as reproductive care and maternal health. With Medicaid cuts impacting access to care, we'll explore innovative strategies, including culturally tailored healthcare, family-centered diabetes management, and targeted interventions.
